Captain’s License: OUPV or Master up to 100 Ton (CAPTONL) Online Course

Our U.S. Coast Guard Approved Captain’s Online (Distance Learning) Course meets the written examination requirement for the following U.S. endorsements:

  • National Master or Mate Near Coastal less than 100 Gross Tons
  • National Master or Mate Inland, Great Lakes, less than 100 Gross Tons
  • National Operator of Uninspected Passenger Vessels less than 100 Gross Tons

When you are finished with the online course you will take your proctored USCG Approved final exams IN-PERSON at one of our approved locations. Our school is located in California and our final exam testing locations are currently only in Alameda and San Diego, CA.


Please visit the U.S. Coast Guard National Maritime Center website for requirements for each of these licenses. You may qualify for both an OUPV and a Master Inland or Near Coastal license. Our TRLMI Student Services staff can help answer your questions about which level of license you are qualified for.

You have up to 12 weeks to complete the online course starting on the date that TRLMI sends you your course log-in email. THERE ARE NO EXTENSIONS past this 12-week time frame. When you are finished with the online course you will take your proctored USCG Approved final exams at one of our approved locations. Our school is located in California and our final exam testing locations are currently only in Alameda and San Diego, CA. Upon successful completion of the final exams you will receive a course Certificate of Training that is valid for 1 year to be submitted to the USCG.

Course subjects include:

Rules of the Road, International and Inland
Deck General, Code of Federal Regulations
Navigation General including Aids to Navigation
Chart Plotting Navigation

Upon enrolling in the online course, you will receive course books via mail, a practice chart, and supplemental handouts, and access to the online course portal via email. The course is at your own pace and you will have strictly twelve (12) weeks to complete the 80 hours (approx.) of required studying and assignments. There are no set meetings or discussion times, as with other online courses. The course involves reading and studying via PDF’s, PowerPoints, your course books, and completing quizzes following each module. You must complete all online assignments and quizzes with passing grades.

  • USCG Navigational Rules of the Road Book, International and Inland
  • TRLMI’s “Mariner’s Guide to Rules of the Road” Study Aid Key Card
  • Plotting Tools: We recommend Weems and Plath Roll Plotter #120, Ultralight Divider #176 and Triangle #101
  • Calculator (non-programmable, smart phones cannot be used)
  • Mechanical pencil
